[Moving Mountains] paying for delivery service

Our system pays for daily delivery to 29 member libraries and 7 branches.
Currently, the system pays all delivery costs.

Right now our volume is increasing significantly, and it looks like we may
have to add a 4th driver and sorter.  We are looking at the possibility of
our member libraries helping to pay for this service.

Do any of you have any billing models you would be willing to share with me?
Do you charge your member libraries?  If so, how much?  By circ?  Service
populations?

Any info would be greatly appreciated.
